When working with the Family of Parts Edit Table, users have an option to Show Only Overridden Variables. If this option is set when you first start to create a Family of Parts, it will hide all the variables, since there are no overridden variables when you start.

To show the variables, simply RMB click on the Variable entry and uncheck the Show Only Overridden Variables option.

With this option unchecked you will notice that the scroll bar appears on the right side of the Edit Table.

The scroll bar appears because all the Variables are now visible, and you can now scroll down to see them.
